Founded over 30 years ago, Rock Spring Children’s Center has a longstanding mission of providing quality, loving, affordable childcare and preschool services to local families.

As a nonprofit, Maryland Excels, NAEYC-accredited childcare organization, Rock Spring Children’s Center serves more than 150 local families and employs over 55 dedicated and loving childcare professionals and teachers most of whom have been with the School for over 10 years, and many who have been with us much longer.

Our Philosophy

RSCC offers children an environment where they can develop healthy attitudes and an eagerness to learn, trust in those who care for them, and know they are special and loved. Through our stimulating and nurturing program, children’s talents are developed through shared experiences and a strong, play-based educational curriculum.

Our guiding principle throughout our long history has been to provide the best quality care for our children. We do this by hiring loving, caring teachers and treating them well so that their happiness cascades to the children in their care.

Our Leadership

Rock Spring Children’s Center is overseen by our school president and board of directors consisting of current and former parents, staff and members of the community. The daily operations of the school are managed by our experienced and committed directors.

Carrie Meyer

Executive Director

RSCC Executive Director Carrie Meyer has over 25 years of experience working in childcare. After spending seven years as a teacher working with every age group from infants to school-age children, Carrie was promoted to assistant director of the school in 1996 and took over as executive director in 2005. Carrie oversaw the expansion and transition of the school into its new facilities. Having lived in the area all her life, Carrie has three children who all attended RSCC. She serves on the Board of the Organization of Child Care Directors (OCCD) of Montgomery County and was the 2017-2018 co-chair of the OCCD board.

Sandra Acklin

Operations Director

RSCC Operations Director Sandra Acklin has been with our school for over 20 years. She started in 1993 as a toddler teacher and has worked with several other age groups. In 2001, she became the lead teacher for the two-year-old classroom. She quickly established herself as a parent favorite, with her philosophy that 'they are all kings and queens' easily apparent in her interactions with the children. In 2008, she was promoted to operations director.

Heather Morse

Program Director

RSCC Program Director Heather Morse has been with our school for over 20 years. She started with RSCC right out of college in 1998 as a lead teacher in the Fours program and has worked with four- and five-year-olds for many years. Her love of teaching and connecting with the children in her care has been a constant through the years. In Fall 2025, she began her role as RSCC's newest administrator. As Program Director, she assists the teachers with curriculum and classroom matters.

Shaun Rose

School President

RSCC President Shaun Rose oversees the directors and general operation of the school. A former litigator who has also worked in politics and education, Shaun taught elementary and middle school for three years and has degrees in elementary education and law. He has played an integral role in several political campaigns at the state and federal levels. As a parent of two children at the school, Shaun volunteered hundreds of hours and became president of the RSCC board. In that role, Shaun led the effort to save our school when it was forced to leave its previous facility. Within 10 months, Shaun negotiated a lease for the new facility, obtained the needed financing and oversaw the construction of our beautiful new school. Shaun soon took on a permanent part-time role as school president to provide continuous professional and managerial support to help shape RSCC into one of the best and most sought-after childcare and preschool providers in the area. He served on the Montgomery County Commission on Child Care from 2010 to 2016 and was chair of the Montgomery County Chapter of the Maryland State Child Care Association (MSCCA) as well as the MSCCA first vice president from 2017 to 2018.
